asked the Minister for Posts and Telegraphs if he is aware that employees of his Department who are employed as clerks in the Central Telegraph Office, find it very difficult to get permission to do their counter course and that some of them have been there for three years already with as yet no prospect of doing a counter course; and the action he proposes to take in the matter.

Because of vacancies in the Central Telegraph Office due to the restrictions on appointments introduced on 21 July 1981, and 23 December 1981, it has not been found possible to release staff in that office for the training mentioned. Arrangements for their release will be made as soon as the necessary appointments to vacant posts can be made.
