asked the Minister for the Environment his function in relation to clause 8 (page 8) of the 1964 agreement between the Motor Insurers Bureau and his Department especially in so far as claims of special merit are considered; if he has any say in the matter; and if he will make a statement on the matter.

I assume the Deputy is referring to note 8 at page 8 of the agreement made with the Motor Insurance Bureau in 1964. Under the agreement the liability of the bureau does not extend to the compensation of any person who may suffer injury resulting from the use of a vehicle the owner or driver of which cannot be traced but in this note it is stated that the bureau will at their discretion give sympathetic consideration to making some ex-gratia payment in such cases where a person has sustained serious and permanent disablement or has died. The making of any such ex-gratia payment is entirely within the discretion of the bureau.
