asked the Minister for the Environment when he will make a financial allocation to Cork Corporation to commence the Valley Drive section of the northern ring road.

(Dublin South-East): I assume the Deputy is referring to an extension of the housing estate road named Valley Drive, to which there is reference in the report of the Cork Land Use and Transportation Study. Should the corporation decide to undertake such a scheme, its financing would not be appropriate to a special grant for the purpose.

The Minister visited Cork recently and he saw the area adjacent to Valley Drive——

Will the Deputy please phrase that in the form of a question?

Is the Minister aware that the area in question is adjacent to an area designated as an urban renewal area? The lack of progress on the construction of the road is giving the area a run-down appearance. Cork Corporation want to go ahead——

The Deputy may not make a speech at Question Time.

Cork Corporation want to go ahead with the construction of this portion of the northern ring road and are awaiting a ministerial decision on when money will be available. I am asking the Minister when he will make a decision. He has observed enough at this stage and we want a decision now.

(Dublin South-East): I am not prepared to make a statement as to when moneys will be made available.
