asked the Minister for the Environment the emergency procedures which have been devised by his Department to cater for the possibility of a major accident involving the trains which transport dangerous chemicals to the Asahi plant in County Mayo through the built up areas of Ashtown, Castleknock, Blanchardstown and Clonsilla in County Dublin.

(Dublin South-East) The emergency procedures for such accidents were not prepared by my Department but by an inter-departmental committee under the chairmanship of the Department of Transport. These procedures provide for co-ordinated action by CIE and the various emergency services, including local authority emergency services. Details of the procedures were issued by my Department to all local authorities on this rail route, including Dublin County Council.

Other Departments and agencies are involved and the question of security also arises in relation to any question of making public details of the procedures arranged.
