asked the Minister for Education the reason a capital grant which was allocated to Annascaul Community Care Committee in 1982 has not been paid.

I am pleased to be afforded an opportunity to clarify this issue for the Deputy.

The position is that Annascaul Community Care Company was not among the applicant groups selected by the former Minister of State for Capital Grant assistance under the community, youth, recreational and employment programme.

However, in a letter of 2 March 1982, to the Secretary of Annascaul Community Care Company, the former Minister of State announced that he was prepared to approve them for a grant under the Department's youth employment scheme. This scheme is completely independent of the Department's capital grant programme — the community, youth, recreational and employment programme — and is operated on entirely different lines. In the course of his letter the former Minister of State did not refer to the fact that he had not selected this application for capital grant assistance.

In view of this decision, my Department wrote to Annascaul Community Care Company on 18 March 1982 stating that their application for capital grant assistance could not be acceded to and enclosing the necessary data for application under the temporary grant scheme for youth employment. To date the necessary completed application form for assistance under this scheme has not been returned by this group.
