asked the Minister for the Environment the reason full approval was not given by his Department to Enniscorthy Urban Council to enable £1,000 to be paid to a charitable organisation (details supplied) in County Wexford.

The local authority is not empowered to pay a capital grant in this case. The authority was, however, informed by my Department on 29 March 1982 that there is no objection in principle to a periodic contribution of £1,000 being made by the authority under section 12 of the Housing Act, 1966, to the funds of the charitable organisation in question, subject to a sum not exceeding £500 being paid in 1982 and a sum not exceeding £500 being paid in 1983. The authority was also informed that payment must be made on the basis of established deficits and on the understanding that the amounts involved are provided from its own current revenue. The charitable organisation should also apply for recognition as an approved body for the purposes of section 12.
