andMr. O'Brien asked the Minister for Justice whether it is intended to introduce legislation to amend the Landlord and Tenant (Ground Rents) (No. 2) Act, 1978.

I would refer the Deputies to the answer I gave to written questions on 1 April (Dáil Report Vol. 333 Cols. 1335 and 1336) when I referred to the difficulty of making any useful statement at Question Time about proposals for legislation. I can say, however, that as a result of the working of the special ground rents purchase scheme provided by the 1978 (No. 2) Act, some suggestions have been made for changes that might in some cases make for improvement in the scheme and I am prepared to consider them but there is no question of any legislation that would have the effect of confiscating existing ground rents or that would make the taxpayer liable for the cost of buying out the landlords' interests.
