asked the Minister for Social Welfare if he is aware that the present PRSI system is acting as a disincentive to employment, particularly in labour-intensive industries; and if it is his intention to make any changes that would enlarge employment in these industries.

The purpose of PRSI contributions is to help with the financing of the benefits of the social insurance system. PRSI is composed of contributions of employers and employees and the balance required to meet expenditure on benefits is made up by the Exchequer.

This matter was dealt with in the recent first report of the Commission on Taxation and the recommendations made by the commission are at present being examined. I am not therefore in a position as yet to give an indicaiton as to what changes might be made arising out of the commission's report.
