asked the Minister for Finance the amount of finance received by this country from the EEC for infrastructure since we joined the Community; the amount received each year; the scheme or schemes on which the money was spent; and the exact location of these schemes.

Finance received from the EEC related to infrastructure since Ireland joined the Community comprises—

(a) grant assistance from the European Regional Development Fund and the European Agriculture Guidance and Guarantee Fund totalling £165 million and £13.004 million respectively;

(b) loan assistance from the European Investment Bank and the New Community Instrument totalling £1,016.9 million; and

(c) European Monetary System subsidies, associated with (b), totalling £151.2 million to date.

Further details are set out in the following tables which I propose, with the permission of the Ceann Comhairle, to have circulated with the Official Report.

Category A

(1) Grant assistance from the European Regional Development Fund (established 1975)

ERDF receipts are paid into the Exchequer — not to individual projects — and are applied to increase the State's overall capital expenditure on regional infrastructural development under the following headings:—

Grants relating to infrastructure for Western Drainage (Directive 78/628/EEC) and the Programme for Development in the West of Ireland (Regulation (EEC) 1820/80) can be broken down as follows:

Notes

(a) Arterial Drainage: These amounts were spent on the Corrib-Mask-Robe Scheme in Counties Mayo and Galway. A balance of £379,248 is due in respect of 1981 and an advance of £1.8 million was sought for 1982. Neither of these amounts has yet been received. The figure given in the table for 1981 includes £264,678 in respect of 1979 and £630,574 for 1980.

(b) Electricity Supplies: This covers mainly the provision of supply to 2,000 individual farmers throughout the Western Region as well as electricity network improvement under which 22 schemes were either carried out in 1981 or are underway in 1982, as set out below—

(c) Water Supplies

These comprise—

(i) 334 private group schemes throughout the Western Region

(ii) 7 public schemes as follows— Lettermacaward, Co, Donegal; Mid-Galway; Inishmore; Ballymahon, Co. Longford; Achill Island; Tourmakeady, Co. Mayo; Ballybay, Lough Egish, Co. Monaghan.

(d) Roads: These comprise (i) farm roads (762km) and (ii) County (local) roads (845km) throughout the Western Region.

Note: The above loans, in particular those for telecommunications, water supplies, sewerage and roads, are referable to the Public Capital Programme provisions under the relevant headings which of course include numerous small schemes and relate to the entire country.

European Monetary System Subsidies

Since 1979 EMS subsidies averaging approximately £45 million a year and totalling £151.2 million to date have been associated with most of EIB and NIC loans set out in category B above.
