It is a condition for the payment of grants to development farmers under the farm modernisation scheme that an extract of farm accounts is submitted for each year of the farm development plan.

The applicant in this case is a development farmer. As the relevant farm accounts extract has not been received for 1980 he has forfeited entitlement to the development rate of grant and to the special aids available to development farmers. Arrangements are being made for payment at an early date of the grant at the lower rate.

This applicant received grant-aid under the western drainage scheme in November 1982. A second application was received from him on 17 November 1982. Since it would appear that sufficient application were received under the scheme up to 30 September 1981 to absorb the 150,000 hectares approved by the EEC, it was decided last year to defer processing of applications received after that date to enable the situation to be reviewed.
