asked the Minister for Labour the amount that has been collected by way of the youth employment levy under the Youth Employment Agency Act, 1981, since the levy became payable; and the purpose for which the moneys have been used.

The youth employment levy was introduced in April 1983. The total collected up to end February 1983 amounted to £46.154 million.

Under section 15 of the Youth Employment Agency Act, 1981, the levy is payable to defray the expenditure of the Youth Employment Agency and of expenditure in relation to the training and employment of young persons.

In the context of an estimated levy yield of £40 million in 1982, together with expected social fund receipts of £1 million in respect of certain youth programmes administered by the Department of Labour, the Government provided for a sum of £41 million in the Department's 1982 Estimate. The £41 million was allocated as follows:— Youth Employment Agency — £9.02 million; (AnCO and CERT) training for persons under 25 years — £19.3 million and £0.98 million respectively; Department of Labour: Work Experience Programme — £5.4 million; Department of the Environment: Environmental Improvement Scheme — £4 million; Department of Education: Temporary Grants Scheme for Youth Employment — £2.3 million.

The levy will raise an estimated £75 million in 1983, the first full collection year. The Government has therefore provided for a sum of £77 million in the Department of Labour's 1983 Estimate which takes account of expected Social Fund receipts of £2 million in respect of certain youth programmes administered by the Department. The £77 million is allocated as follows:—

Introduction of the levy in 1982 has enabled substantial expansion of youth employment, training and work experience schemes and will allow for further expansion in 1983. About 45,000 young people are expected to participate in schemes in 1983, as compared with 35,438 in 1982 and 22,478 in 1981.
