: Responsibility for the operation of the Housing Finance Agency loan scheme, including the conditions of eligibility of applicants, rests with the agency in the first instance, I understand that in a circular dated 19 July, 1982, the agency informed local authorities that the eligibility of farmers on income grounds should be assessed on the same basis as for other self-employed, that is, on the basis of certified accounts.
