asked the Minister for Finance whether he has any proposals to improve customs procedures at Dublin port which now involve lengthy delays for importers; and if he will make a statement on the matter.

: I am informed by the Revenue Commissioners that customs procedures at Dublin port and elsewhere are constantly under review with a view to improving the quality of the service provided.

While some delays were experienced by traders following the introduction of the scheme for payment of VAT at importation last September, there are generally no undue delays at this stage on the part of customs in clearing goods. At present delays in clearing imported goods are due primarily to the failure of importers or their agents to provide accurate or complete documentation, or sufficient guarantees for payment of import charges where deferred payment facilities are sought.

If the Deputy supplies details of any specific instances of delay, they will be investigated.
