asked the Minister for Justice the number of (a) male and (b) female inspectors appointed in the Garda Síochána in the last two years; if all of these appointments were in accordance with long established procedures; and if they have all be assigned duties since their appointment in accordance with long-established procedures.

Limerick East): Promotions to the rank of inspector are made by the Commissioner in accordance with the Garda Síochána (Promotion) Regulations, 1960, as amended.

I am informed by the Commissioner that 29 men and two women were promoted to the rank of inspector during 1981, and 23 men and one woman during 1982, that the appointments were in accordance with the terms of the regulations and that there was no departure from standard procedures in assigning the newly promoted inspectors to their duties.

asked the Minister for Justice if he will consider introducing legislation to give agents, other than the Garda, power to investigate complaints against gardaí.

Limerick East): As the Deputy is no doubt aware, the Programme for Government contains — in the context of proposals relating to the Garda — a commitment to establish an effective independent complaints procedure.

The question of how best this might be done is being examined at present in my Department and, pending completion of that examination, I am not in a position to say when I am likely to be able to make a submission to the Government in the matter.
