asked the Minister for the Environment the reason expenditure on Housing Finance Agency loans, SDA supplementary housing grants and other loans will only increase by £3.6 million in 1983 despite the fact that about £35 million extra will be raised through the Housing Finance Agency.

asked the Minister for the Environment the reason the estimated expenditure for 1983 for SDA loans is £74.5 million in view of the fact that the 1982 allocation was £106.5 million; and if he will ensure that this trend of reducing expenditure on SDA loans and replacing this expenditure with Housing Finance Agency loans will not continue.

I propose to take Questions Nos. 589 and 590 together.

The total Public Capital Programme allocation for 1983 for house purchase and improvement loans and supplementary grants from local authorities and loans from the Housing Finance Agency is £130 million, an increase of £3.6 million on the 1982 outturn. While, as indicated by the Deputy, there will be a reduction in expenditure in SDA loans in 1983, this will be offset by an increase in expenditure by the Housing Finance Agency which is expected to rise by about £35 million.

The reduction in the SDA allocation reflects an expectation that some borrowers will opt for loans from the Housing Finance Agency in preference to SDA loans in view of the higher loan available and the more attractive repayment terms in the early years.
