asked the Minister for the Environment when a £1,000 new house grant will be paid to a person (details supplied) in County Dublin.

The grant will be paid when an inspection establishes that the house has been satisfactorily completed and occupied. The inspection will be carried out as soon as possible.

asked the Minister for the Environment the reason for the delay in paying a house improvement grant and a conversion to solid fuel grant to a person (details supplied) in County Kilkenny as the application has been made for quite some time; and also the copy of planning permission was forwarded, as requested, to his Department.

A solid fuel grant was paid in this case on 20 October 1980 and arrangements have been made for the payment of a house improvement grant under the old scheme. Payment of the house improvement grant was delayed because of the applicant's failure until recently to submit evidence of planning permission for the work which was requested by my Department on a number of occasions.

The grant will be paid as soon as possible.

The file in this case is with the inspector for investigation and report with a view to payment of the grant.

There is no record in my Department of an application for a £1,000 new house grant from the person named. However, an application in respect of a person of the same address with a different Christian name has been referred for inspection with a view to payment of the grant.

asked the Minister for the Environment the reason a £1,000 new house grant has not been paid to a person (details supplied) in County Cork.

There is no record in my Department of an application for a new house grant from the person named. There is, however, an application for a house improvement grant in his name. This grant will be approved on the receipt of evidence of planning permission for the building of the septic tank. The applicant was requested to submit this documentation on 22 July 1982 and again on 10 March 1983.

There is no record in my Department of the receipt of an application for a new house grant for the person named.

Under the terms of Article 11(i) (b) of the Housing Regulations 1980, a grant cannot be paid in this case as the applicant was in occupation of the house for more than one year prior to the receipt of his application in my Department. He has been so informed.

The first instalment of the mortgage subsidy will be paid as soon as possible.

asked the Minister for the Environment if a house improvement grant will be paid to a person (details supplied) in County Leitrim.

The applicant was advised on 14 May 1982 that he was not eligible for an improvement grant as the works proposed constitute new self-contained accommodation and as such do not come within the scope of the scheme. It is understood that the applicant intends to apply for a new house grant but there is no record of the receipt so far in the Department of such an application.

asked the Minister for the Environment (a) the number of applications for home improvement grants which have been rejected by his Department since the inception of the present scheme and the main reason for these rejections; (b) the number of applications for new house grants which have been rejected by his Department since the inception of the present scheme and the main reason for these rejections; (c) the number of applications for mortgage subsidies rejected by his Department since inception of the present scheme and the main reason for these rejections; (d) the number of private houses built in the State since 1 January 1960; (e) the number of local authority houses built in the State since 1 January 1960; (f) the number of private houses which have mortgages on them and were built since 1 January 1960; and (g) the number of house mortgages funded by (i) the banks, (ii) building societies, (iii) the insurance companies and (iv) other institutions, since 1 January 1960.

The following is the position in regard to the information sought by the Deputy: (a), (b) and (c) — This information is not available as the statistics compiled by my Department in relation to these grants and subsidy do not cover the numbers of applications rejected or the reasons for rejection; (d) — 301,568 (1 January 1960 to 31 December 1982); (e) — 107,735 (1 January 1960 to 31 December 1982); (f) — this information is not available in my Department; (g) (i) associated banks — 12,982 (1 July 1975 (when the banks' home loan scheme commenced) to 31 December 1982); (ii) building societies — 150,813 (1 April 1969 to 31 December 1982); (iii) assurance companies — 15,166 (1 April 1969 to 31 December 1982); (iv) other institutions — local authorities — 86,018 (1 April 1969 to 31 December 1982); Housing Finance Agency — 773 during 1982.

Statistics of the numbers of mortgages funded by the various institutions were not compiled before 1 April 1969. Statistics of any mortgages funded by non-associated banks are not collected by the Department.

The grant in this case will be paid as soon as possible. The first instalment of the mortgage subsidy does not become payable until the grant has been paid and the applicant submits a claim form certified by his lending agency to the effect that the appropriate number of repayments have been made.
