In accordance with Part IV of the Housing Regulations, 1980 it is the responsibility of a housing authority to determine whether an individual applicant is eligible for grant purposes under the relevant scheme. A grant is payable for works that, in the opinion of the housing authority, are reasonably necessary for the proper accommodation of a member of the household who is either physically handicapped or suffering from severe mental handicap or severe mental illness.
