asked the Minister for the Environment if he will consider extending the special category clause in housing loan applications to cover tenants in Army rented housing as they have no security of tenure, and must leave the houses on completing their Army service; and if he will make a statement on the matter.

As regards the SDA loan scheme, the categories of persons who are eligible for special loans are tenants, certain prospective tenants and tenant purchasers of local authority houses. Families on approved local authority waiting lists for rehousing may also qualify for special loans provided they meet specified conditions in regard to such matters as the size of family and their existing housing circumstances. I have no proposals at present to extend the categories of persons to whom these special loans may be given.

As regards the Housing Finance Agency loan scheme, responsibility for that scheme, including the conditions of eligibility, rests with the agency in the first instance, and I am bringing the Deputy's question to the attention of the agency for consideration.
