Order of Business.

It is proposed to take items No. 4, 7 (all Stages), 1 (all Stages), 5 and 2 (all Stages). Private Members' Business will be No. 11 (resumed) and 43.

I wish to give notice of my intention to raise on the Adjournment the decision of the Supreme Court in the case of McNamee and Another against the Council of the Urban District of Buncrana and the effect of that decision on the allocation of housing by local authorities.

The Chair will communicate with the Deputy.

On the Order of Business, the Taoiseach has indicated his intention to bring before the House the regulations he has in mind for the removal from the local democratic process of the question of the integration of the travelling people into our settled community.

I do not think that arises on the Order of Business.

It arises to this extent, that there is a change to be made by the Taoiseach, as announced in his Ard-Fheis speech, which affects considerably the powers of the local authorities and does the Taoiseach intend to do that by regulations in this House which can be debated by the Members of this House, many of us having very strong views on this removal of power from local democracy?

The Deputy cannot avail of the Order of Business to discuss the Taoiseach's Ard-Fheis speech. I call Deputy Leonard.

On a point of order——

There was very little else in it.

I am glad to see that the Deputy studied the speech.

It is a change in the administrative procedure and I was wondering if the Taoiseach, in making such an attack on local democracy, would use this House to lay before it the regulations involved.

This does not arise on the Order of Business.

It arises because of the change in administration. I am asking a question. Does the Taoiseach intend to lay these regulations before the House?

Surely it arises on the basis of the Taoiseach's intentions concerning the running of this House. That is the Order of Business of the House. I am asking does he intend to bring in legislation on this matter.

Deputy Burke could spend from now until 8.30 this evening asking questions of the Taoiseach. Deputy J. Leonard.

Does the Taoiseach intend to bring in legislation?

That is not in order.

I should like to raise on the Adjournment the question of the closure of the De La Rue Printing Works in Clonskeagh, Dublin.

In view of the unsatisfactory reply given for the Minister for Industry and Energy I should like to raise the issue of the Clondalkin Paper Mills on the Adjournment.

The Chair will communicate with the Deputy.

I should like to raise on the Adjournment the serious job losses threatened because of the continuing dispute at Irish Industrial Gases.

The Chair will communicate with the Deputy.

On the Order of Business I wish to ask the Taoiseach if, in view of the fact that this is United Nations Disarmament Week, he will set aside some time this week for a debate on the question of disarmament?

The Deputy might raise the matter with the Whips in the first instance.

It is a matter for the Whips. It is rather late to be raising matters of that kind for this week.

I raised the matter six months ago.
