Written Answers. - Youth Employment Levy.

asked the Minister for Labour (1) the amount of grants allocated in 1982 and 1983 under the youth employment levy to schemes in County Wexford; (2) the names and addresses of each organisation that has benefited and the amounts involved in each case; (3) the specific nature of the training of young people involved in these schemes and if such training was under the supervision of suitable qualified personnel e.g. skilled tradesmen; (4) the number of people who have been given temporary employment/training on such schemes; and (5) the number of permanent jobs, if any, provided by such schemes.

The information requested by the Deputy is not available as the proceeds of the youth employment levy have been allocated, with a few exceptions, on the basis of national programmes providing training, work experience and employment for your people.

asked the Minister for Labour the amount of money collected in County Wexford under the youth employment levy for 1982 and 1983 from (a) the PAYE sector and (b) other sectors.

There are three broad categories of persons liable for payment of the youth employment levy, namely (i) the PAYE sector, (ii) the self-employed and (iii) farmers.

As regards the first category, the amount of levy collected in County Wexford is estimated at £383,000 in the 1982 calendar year and £571,000 up to the 13 October 1983. These estimates are extremely tentative and are based on PRSI returns by employers in County Wexford and assumptions regarding the distribution of the returns between the youth employment levy and other charges.

Regarding the second category, it was not possible to put the necessary administrative arrangements for collection of the levy from the self-employed into effect until 1983. A sum of £74,703 has, I understand, been collected up to 30 September 1983 in County Wexford.

As regards the third category, the levy has not been collected from farmers to date. However, the legal and administrative obstacles impeding collection of the levy from farmers have now been removed and arrangements are being made to secure payment of the levy by them.
