Special contributions are normally payable only in respect of increased pipe sizes or headworks and a special contribution towards the cost of increased pipe sizes required by Laois County Council has already been approved for this scheme. I cannot, therefore, approve a further contribution towards this scheme. However, I understand that Laois County Council are now examining the possibility of laying some of the larger mains themselves and this may help to defray the cost of the scheme to the group.
