Return forms for residential property tax were sent to people who were shown in local authority records as the occupiers of houses with a rateable valuation of £30 or more, and to people whose projected gross income for the year ended 5 April, 1983, was £20,000 or more. The latter category could have included people living in local authority houses who had no other residential property.
