Vol. 345 No. 12

Written Answers. - Telephone Service.

266.

asked the Minister for Posts and Telegraphs when a telephone service will be provided for a person (details supplied) in Dublin 14 who applied for the service in 1979.

I very much regret the delay in providing a telephone service for the person named. However, it will not be possible to meet this application until necessary additional engineering work has been carried out.

The objective of the Department's current telephone development programme is to provide a fully satisfactory telephone service nationally in terms of both quality and availability by the end of 1984 and it is expected that service will be provided for the person named within the next six months or so.

267.

asked the Minister for Posts and Telegraphs when a telephone service will be transferred for persons (details supplied) in Dublin 2.

It is expected that telephone service will be transferred for the persons named within about a month.

268.

asked the Minister for Posts and Telegraphs when telephone coin boxes will be supplied for a person (details supplied) in Dublin 9.

It has not been possible in the time available to trace an application on behalf of the person named. If the Deputy will furnish additional information, e.g., the house and telephone numbers, further efforts will be made to trace it.

269.

asked the Minister for Posts and Telegraphs if he will ensure that a person (details supplied) in County Dublin is immediately supplied with a telephone service as he applied a considerable time ago.

I very much regret the delay in providing telephone service for the person named.

270.

asked the Minister for Posts and Telegraphs if, in view of the appalling telephone service which a person (details supplied) in Dublin has experienced, he will (a) grant a rental rebate, (b) have the continuous fault on the line repaired immediately, and (c) ensure that the extension to another premises which was installed in May last on the telephone and which only functioned for 24 hours is also immediately repaired.

Service was disconnected on the main telephone line on 17 October last because of non-payment of the subscriber's telephone account. Payment has now been made and service restored.

Records indicate that a fault was reported on the external extension on 28 September. There was delay in repairing the fault, which is now cleared, because of building work in progress at the time. A rebate of rental will be arranged for the period without service. The difficulties the subscriber experienced are regretted.

271.

asked the Minister for Posts and Telegraphs when a telephone service will be provided for a person (details supplied) in County Meath.

It has not been possible in the time available to trace an application on behalf of the person named. If the Deputy can furnish additional information, e.g., when and where the application was made, further efforts will be made to trace it.

272.

asked the Minister for Posts and Telegraphs the reason that the 091 dialling facility was not reconnected on the relocation of a post office (details supplied) in County Galway; the date on which it will be reconnected; and if he will make a statement on the matter.

Dialling facilities to the Galway (091) area were made available for a short period on a test basis at the manual exchange in the old post office. The manual exchange was moved recently to the new post office premises. Because of the volume of engineering work in the Galway district the 091 dialling facility cannot be made available at the new post office premises until early next year.

273.

asked the Minister for Posts and Telegraphs if he will arrange to have service restored to a public telephone kiosk at a location (details supplied) in Dublin 5 as it has been out of order for a very long time.

It is expected that the kiosk will be brought into service within the next two weeks or so.

274.

asked the Minister for Posts and Telegraphs the reason for the apparently excessive delay in the provision of a telephone service for a person (details supplied) in County Dublin; and the reason service has not been provided for him although his application was made over three years ago whereas other more recent applicants in the immediate vicinity have been provided with service.

I regret that it has not been possible to provide telephone service for the person named so far because there is no spare cable pair to serve the address. It is expected that service will be provided within the next six months or so.

It has not been possible in the time available to research the reference to other applicants. If the Deputy will furnish details including names and addresses further inquiry will be made.

275.

asked the Minister for Posts and Telegraphs when a business telephone will be repaired as a matter of urgency for a person (details supplied) in County Dublin as it has been out of order now for some weeks.

The fault was reported on 24 October 1983. Technical staff could not gain access to the premises and an appointment card was left. This has not been returned by the subscriber.

276.

asked the Minister for Posts and Telegraphs when a telephone service will be provided at a location (details supplied) in Dublin 1 as it caters for persons addicted to heroin and the absence of a telephone makes the work more difficult.

It is expected that telephone service will be provided at the location named within the next month or so.

277.

asked the Minister for Posts and Telegraphs when a business telephone service will be provided for a person (details supplied) in Dublin 5.

Service will be provided for the persons named as soon as it is possible to do so but it is unlikely that the necessary cabling can be completed for about six months.

I very much regret the delay in providing telephones. However, by the end of 1984 the vast bulk of applications will be met on demand.

278.

asked the Minister for Posts and Telegraphs if his Department have any plans for the provision of a suitable telephone kiosk for handicapped people, particularly in public places like post offices etc; if not, if he will give serious consideration to this very important subject; if he will ensure that proper ramps are placed at post offices; and if he will ensure that this work is carried out at the main post office in West Street. Drogheda, County Louth.

It is the policy of my Department to provide access at all new buildings for the disabled. In the case of existing buildings access is improved where possible.

There are no immediate plans to carry out alterations to the post office at West Street, Drogheda, but the feasibility of providing a ramp for ease of access by the disabled will be examined.

The larger model of aluminium kiosk was designed, in consultation with the Irish Wheelchair Association, to cater for the needs of handicapped persons and the bulk of new kiosks erected are of this type. It is planned to provide a large aluminium kiosk in Drogheda, near the head post office to assist in meeting the needs of handicapped persons in Drogheda. This is part of a continuing programme to provide at least one kiosk of this type outside all head post office premises.

279.

asked the Minister for Posts and Telegraphs the number of applications that have been received by his Department for telephone kiosks under the Donegal County Council guarantee scheme since 1978; the number that have been provided; and when the remainder are likely to be dealt with.

Donegal County Council submitted a total of 58 applications under the guarantee scheme since 1978 — 44 in 1978 and 14 in 1982. Fourteen of the locations have been provided with kiosks and 14 others are in course of provision. The remaining 30 are at various stages of processing, e.g., selection of site and completion of legal formalities; it is expected that at least 12 of these kiosks will be provided in 1984.
