asked the Minister for the Public Service if he is aware that a person (details supplied) in County Dublin was placed seventh out of 1,140 persons who qualified for the position of postman in the Dublin area; the reason for his failure to qualify in all the circumstances; and if he will make a statement on the matter.

This competition involves a written examination, followed by a qualifying interview for those placed highest in the written test. In order to be considered for appointment candidates must succeed at both stages. The candidate was placed seventh in the written test, but failed to qualify at interview.

Particulars of a candidate's performance at an interview are, and must remain, strictly confidential and interview board members are given an assurance by the Civil Service Commissioners that confidentiality will be maintained in respect of their proceedings. At the candidate's request his case was reviewed but the commissioners have confirmed that the result issued was correct.
