Written Answers. - Illegal Parking of Vehicles.

asked the Minister for the Environment if he will consider the introduction of wheel clamps to deal with the problems of illegal parking of vehicles in public places; and if he will make a statement on the matter.

While I am aware that wheel clamp devices are being utilised by the authorities in certain cities abroad as part of measures to deal with illegal parking, I have no immediate proposals to authorise their use for such purpose in this country.

I consider that the immediate priority is to intensify the use of existing regulatory measures. For example, the fines for illegal parking will be substantially increased as part of an overall package of increased penalties for road traffic offences generally, which will be contained in a Bill which I intend to circulate to Deputies within the next few days.

Revised comprehensive traffic and parking bye-laws are being prepared by the Garda Commissioner, which will serve as a model for adoption in areas throughout the country. The model is being prepared in consultation with the Attorney General's Office and my Department. Preparation of the model bye-laws is nearing completion.
