Donegal County Council was requested on 18 April 1983 to submit a certificate that all necessary planning for the scheme has been completed. The submission of this certificate, which is necessary to enable me to give further consideration to the proposals for the scheme, is awaited. In the circumstances, I cannot say when it will be possible to issue a decision on the contract documents.
