asked the Minister for the Public Service (a) the criteria for appointments to positions in "subordinate employment" in Government Departments; (b) when the existing criteria were established; (c) if the criteria are the same for each Department; (d) by whom and on what basis the criteria were established; and (e) if it is the National Manpower Service or individual Ministers who make the selection.

Under the provisions of the Civil Service Commissioners Act, 1956 appointments to subordinate positions in the civil service are made by the Minister in charge of the Department concerned. Applications for a subordinate position are submitted through the National Manpower Service who, when nominating persons for consideration by Departments, have regard to the duties of the post to be filled and the capabilities of the nominees to perform those duties. Appointments are made from among the persons nominated by the National Manpower Service following departmental consideration and interview, if necessary.

asked the Minister for the Public Service the steps he is taking to lift the minimum age restrictions on applications for Third Secretary/Administrative Officer in the Civil Service as this restriction effectively precludes most mature students/graduates, who must be over 25 years of age at the commencement of their studies.

There is no minimum age limit for these competitions.
