All persons including those earning over £11,000 per annum are entitled without charge to hospital in-patient and out-patient services except that those earning over £11,000 per annum may be liable for the fees of hospital consultants. The estimated number of persons earning over £11,000 per annum and who are liable to pay health contributions is in the region of 190,000.
