asked the Minister for Communications the conditions and hourly rates of pay of office cleaners used in his Department; and whether such cleaners are directly employed by his Department, or by an outside agency.

Cleaning services for my Department are provided in part by full-time and part-time cleaners employed by my Department and, in part, by private cleaning contractors.

The full-time cleaners employed by my Department are unestablished civil servants and are conditioned to a 42-hour week gross. Their weekly wage is £106.61.

Part-time cleaners are employed on a temporary basis in an unestablished capacity and are paid an hourly rate of £2.79. Their hours of attendance range from 20 hours per week to eight hours per week.

The rates of pay and conditions of employment of cleaners employed by private cleaning firms contracted to provide cleaning services for my Department are a matter between those firms and their employees, but the contracts require the contractors to pay rates of wages and observe hours of work which are no less favourable than those commonly recognised by employers and trade unions in the district where the work is carried out.
