asked the Minister for Health the position with regard to visitors and students from EEC countries who have to get medical care during their stay here.

Under EEC Regulations qualified persons when in an EEC country other than their own country are entitled to receive health services on the same basis as nationals of the country being visited. In the case of temporary visitors these services are provided only when the visitor requires immediate or urgent treatment.

Full eligibility services are provided for qualified visitors or students during a stay in Ireland in accordance with these regulations.

Except in the case of persons from EEC countries entitlement to health services in Ireland depends on residence in the country. Temporary visitors from countries other than EEC countries therefore do not qualify for services under the Health Acts. Services may be obtained by such persons on a private basis.

Entitlement of students from outside the EEC would depend on their ability to establish that they are residents. If they can establish that they are residents they would be assessed for eligibility on the same basis as Irish students.
