asked the Minister for Justice the action he intends to take to solve the problems caused by wandering horses.

Limerick East): I have been concerned for some time about the nuisance and danger caused by wandering animals, particularly in certain areas of Dublin and Limerick.

The Law Reform Commission have published a report on civil liability for damage caused by animals, together with a draft Bill including provision for impounding wandering animals and for liability for damage caused by them. I will be submitting my proposals in relation to this report to the Government in the near future.

I am also in consultation with the Minister for the Environment who is examining proposals for strengthening the powers of local authorities to deal with this problem.
