asked the Minister for the Environment when the requirement on voluntary groups to pay fees for planning and development applications was introduced; and the amount of such fees collected prior to the exemption in January 1984.

On 7 March 1983 a system of fees was introduced for all planning applications. With effect from 3 January 1984 voluntary organisations were exempted from the payment of planning application fees for community-type development not intended mainly for profit or gain. There are no statistics available on the amount of fees paid in respect of applications for such development prior to the introduction of the exemptions referred to.

asked the Minister for the Environment if it is proposed to refund planning application fees paid by voluntary bodies prior to the introduction of the exemption on 3 January 1984.

Regulations made on 3 January 1984 exempted voluntary organisations from the payment of planning application fees in respect of community-type development not intended mainly for profit or gain. The regulations made no provision for the refund of fees paid prior to that date and I have no proposals to amend them in this respect.
