asked the Minister for the Environment the criteria used in the allocation of funds for the realignment of national primary and national secondary roads.

asked the Minister for the Environment the basis on which road grants have been allocated to local authorities; and if he will make a statement on the matter.

I propose to take Questions Nos. 22 and 23 together.

The criteria applied to the allocation of road grants, including grants for national roads, are set out in "Comprehensive Public Expenditure Programmes", which was published by the Department of Finance in July 1983 (Pl 1637), following consultation with my Department.

Could the Minister say what progress has been made with regard to the implementation of what is known as the "blue book" and if he is prepared to guarantee that sufficient funds will be made available to allow the programme of national primary development to be completed in the time scale of the national road plan?

That seems to be another question.

It is the same question.

It may be on the same topic but it is another question.

It is a question with regard to the allocation of funds on national primary roads. I am asking if he will have enough funds allocated to allow the completion of the plan?

That is clearly a separate question.

The questions ask the Minister for the Environment the criteria used in the allocation of funds for the realignment of national primary roads and the basis on which road grants have been allocated. I am asking if there will be enough money to allow the plan to be completed.
