While it is intended to cater for new producers, farmers with disease problems and farmers with heavy investments in milk production, in the arrangements to be made for producers with special difficulties, the detailed rules for these cases have yet to be finalised. I have arranged a meeting for this purpose with representatives of the farming and co-operative organisations later this week and I will be making an announcement setting out these details shortly afterwards.
