I presume that the Deputy is referring to the discussions held at the meeting of the Council of Economic and Finance Ministers in Luxembourg on 1 October. These discussions concerned the measures necessary to guarantee the effective implementation of the conclusions of the European Council at Brussels and Fontainebleau with regard to budgetary discipline. No agreement on budgetary discipline was reached at the meeting on 1 October or subsequently. Negotiations are continuing with a view to implementing the European Council's conclusions in the matter.
