asked the Minister for Agriculture if he will be elaborate on the "radical measures" he cited as necessary in the intensified efforts to eradicate TB from the Irish herd, during his Ard-Fheis speech; and if he will specify the measures he has in mind.

As announced in the National Plan, the Government have decided to make a fresh onslaught on bovine disease, particularly TB. Substantially increased funds, including an additional provision for stock replacement, will be made available over the next three years, subject to a number of radical changes in the existing schemes. These changes, set out in paragraph 7.36 of the plan, include: direct nomination by my Department of the veterinary surgeons to carry out all testing (other than 30 day testing); payment directly to the veterinary surgeon who carries out the test; removal of infected animals for slaughter within ten days of notification; establishment of a central epidemiology unit in my Department; tighter official supervision of trading at marts; and strict enforcement of all procedures and prosecution in all cases of detected breaches of the law relating to disease eradication. I believe that these measures will enhance the prospects for a successful eradication campaign.
