The Health Act, 1970, and the Health Services (No. 3) Regulations, 1983, govern the eligibility for medical cards of persons, including students, who are aged 16 to 25 years. The eligibility of such persons is determined with due regard to all their relevant circumstances. I do not intend to provide automatic entitlement to medical cards without reference to financial circumstances, for students or for any other category of persons.
