Re-advertisement of this scheme was not requested by my Department. The decision to re-advertise this scheme was stated by the local authority to have been taken by the local authority because of the delays locally in finalising the land acquisition for the scheme. At an earlier stage the local authority had been requested by my Department to review its proposals for the acceptance of a tender on the grounds that the reasons advanced in support of that proposal did not appear to warrant the rejection of other lower tenders which had not been withdrawn.
