One of the statutory conditions for the grant of a special allowance under the Army Pensions Acts is that the yearly means of an applicant do not equal or exceed the appropriate annual sum. The case of the person referred to in the question was recently investigated and as his yearly means exceed the appropriate annual sum he is not eligible for the grant of a special allowance.
