asked the Minister for Finance the position of the 10 per cent outstanding bank debt of State bodies which is not guaranteed by the State as mentioned by the Minister in reply to Parliamentary Question No. 145 on 13 December 1984.

Bank debt of State bodies which is not guaranteed by the State consists principally of short-term borrowing. The Government have indicated in their national plan Building on Reality, 1985-1987 that emphasis will be placed on commercial viability and profits in the commercial State body sector. The fact that the bulk of bank lending is covered by State guarantee, as I indicated in answering the Deputy's earlier question, and the steps being taken to improve financial controls in the State bodies should alleviate any concern on the part of the banks.
