asked the Minister for Foreign Affairs if he will give an assessment of the likelihood now of the European Council meeting in Milan agreeing to a full scale Inter-Governmental Conference as envisaged following the Dooge Report.

The European Council in Brussels on 29 and 30 March agreed that there should be detailed examination of the proposals contained in the Report of the Dooge Committee in order to enable the next European Council in Milan to arrive at conclusions. It is therefore, planned that the Milan Summit will have a wide ranging discussion on the recommendations of the committee, including the question of whether to convene an Inter-Governmental Conference. It is not possible to say at this stage what the outcome of this discussion will be.
