asked the Minister for the Public Service if there will be a change in the function of the Institute of Public Administration arising from the proposed adaptation of the public service; and, if so, if he will comment on the proposed change of function.

While the Institute of Public Administration receives a grant-in-aid from my Department, it is a private company limited by guarantee. The functions of the institute are set out in its memorandum and articles of association. These provide for a governing body (on which my Department are represented) which shall, amongst other things, determine and review the aims and objectives of the institute and determine any changes in policy. In exercising their role, I am sure that this governing body will have full regard to the provisions of the recently published White Paper on the public service Serving the Country Better.
