Written Answers. - Clondalkin (Dublin) Traffic Measures.

asked the Minister for the Environment having regard to the extinguishment of the right of way order made by Dublin County Council in relation to St. Bridgid's Cottages, Knockmeenagh Road, Clondalkin, which was the subject of an oral hearing on 12 April 1984 he will make a decision to immediately have bollards erected on this road, as this is the only decision that will alleviate the danger and nuisance being caused to the residents who live in this area as the imposition of either a one way traffic system or of phased signals would only cause further confusion and danger.

I decided in Febuary of this year to defer the making of a decision on the extinguishment order submitted by Dublin County Council so as to enable the implementation on a trial basis of appropriate traffic management measures in relation to Knockmeenagh Road and Knockanagh Lane (St. Bridgid's Cottages). I understand that Dublin County Council are considering such measures in conjunction with the Garda and when they have been in force for a suitable trial period I will review the matter again.

I should also explain to the Deputy that there is at present no power in legislation to erect bollards. However, there is a provision in the Dublin Transport Authority Bill, 1985, which is at present before the Dáil, which would allow the authority, with my approval, to provide bollards as a traffic management measure. When a right of way is extinguished, it affects all road users (including pedestrians), whereas the use of bollards can restrict the use of a road by certain categories of road users while permitting continued use by others (such as pedestrians or possibly pedal cyclists).
