asked the Minister for the Environment if the new house improvement grant scheme recently announced can be availed of by people who wish to carry out the house improvement works themselves without employing a registered employer; and if he will indicate what evidence would be required from people such as tradesman or handyman who wish to purchase material paying the full rate of VAT and carry out the labour element of the work themselves.

Under the arrangements approved by the Government in connection with the recent revision of the house improvement grants scheme, grants for improvement works will be payable only in cases where the work involved is being done by a registered contractor.
