asked the Minister for Foreign Affairs if he is aware that the final report of the ad hoc committee on a People's Europe under the title Culture and Communication proposes that 1988 should be declared European Film and Television Year and that an academy of science, technology and art should be set up to award prizes and give opinions in these fields; and if he will make a statement on the matter.

Discussions on the questions of designating 1988 as European Film and Television Year are continuing and I expect that, when the Ministers responsible for culture meet in Brussels on 20 December, agreement on the matter will be reached. I would welcome this development which would help to focus attention on European film and television and the need for co-operation between the film and television sectors of the member states. I would expect that, as with European Music Year, which was celebrated this year, the Council of Europe will be closely associated with European Film and Television Year. There have been no developments so far as regards the proposal to set up an academy of science, technology and art.
