Vol. 362 No. 9

Written Answers. - Sale of Toys.

8.

asked the Minister for Industry, Trade, Commerce and Tourism if, in view of the wide variation in prices for children's toys in different parts of the country, he will introduce price controls for toys; if he will introduce legislation or regulations to control child-directed advertising of toys, particularly on television, in view of the enormous pressure that these advertisements can exert on low income families, especially at Christmas; and if he will make a statement on the matter.

The imposition of statutory retail price controls on toys would not be practicable given the multiplicity of ranges and the differing qualities of toys available generally. The considerable price variations evident indicate the extremely competitive nature of the market for toys. In these circumstances I do not see any need to introduce price controls even if it was practicable to do so.

In relation to the advertising of toys, I am satisfied that the present controls in this area are adequate. In addition to the legislative controls contained in the Consumer Information Act, 1978, in relation to advertising which is false or misleading, the Deputy will be aware that advertising in general, and advertising on RTE in particular, is subject to codes of standards which, among other things, lay down strict guidelines in respect of advertising as it relates to children.

In view of these controls I do not consider that further legislative measures are called for in this area.

Questions Nos. 9 and 10 re-entered for oral reply.
