asked the Minister for the Environment if he is satisfied with the progress being made by local authorities in emergency planning.

It is the responsibility of individual local authorities to have satisfactory plans available so that their services will respond speedily and effectively to emergencies. To assist local authorities in the discharge of their responsibilities in the matter, I issued detailed guidance to them in relation to emergency planning earlier this year and I had this followed up with a series of regional seminars for the appropriate officers of local authorities engaged on emergency planning. I am satisfied that local authorities are fully aware of their obligations in this matter and would expect this to be reflected in the progress being made locally.
