The European Regional Development Fund commitment of IR £30.17 million which I announced on 27 November 1985 was in respect of the following projects:—

asked the Minister for Finance if he will allow local authorities and local development agencies to make direct application to the European Commission for financial aid from the European Regional Fund as is the practice in other European member states of the Community.

Article 22 of Council Regulations (EEC) No. 1787/84 on the European Regional Development Fund states that all applications for fund assistance must be submitted to the Commission by the relevant member state. Accordingly the question of direct application by local authorities or local development agencies to the European Commission does not arise.
