asked the Minister for Agriculture the steps he is taking at EC level to ensure that Ireland will get an increase in their B quota based on an average percentage of the A quota in other European countries in the current discussions on sugar beet policy, further to proposals submitted by the EC Commission to the Council of Ministers recently; and if he agrees that the current 10 per cent B quota allocation for Ireland is unfair in comparison with other countries and on the basis of the last five years of production and output figures.

The Council of Ministers has for some time been discussing Commission proposals to adjust the production levies on sugar while leaving the quotas unchanged. These discussions are nearing completion. Throughout the negotiations I have been pressing for a more equitable distribution of B quota to Ireland which I regard as unfair.
