I accept the general thrust of the report of the Cable Systems Committee which was concerned with how the cable industry should develop and expand in the years ahead and the regulatory framework which should be developed to both cope with and foster that development. Because, however, of the wide-ranging nature of the recommendations made, which have medium to long term implications, I would see the decision making process in relation to the adoption and implementation of the recommendations as being an evolving one.
